The Finance Division has clarified that a single, uniform honorarium policy governs all federal institutions, aiming to eliminate confusion caused by differing interpretations among autonomous organizations.
In a memorandum issued on July 9, 2025, the division responded to concerns raised by the Ministry of Planning, Development and Special Initiatives regarding honorarium disbursements by autonomous bodies. The Finance Division made it clear that the June 20, 2025 policy remains the only valid guideline for all federal entities. This includes ministries, divisions, executive departments, autonomous and semi-autonomous bodies, corporate and statutory entities, and their subordinate offices.
While autonomous boards and state-owned enterprises (SOEs) can approve honorarium payments for their staff, the Finance Division emphasized that approvals must strictly follow the established policy. No organization is permitted to authorize honoraria outside these parameters, reinforcing the government’s focus on financial discipline and uniformity.
Officials have been directed to ensure compliance across the board, signaling a continued effort to maintain consistency and transparency in the administration of staff rewards and incentives. Analysts note that this move could help prevent potential budgetary mismanagement and ensure fair treatment across federal organizations.
