How to Apply for CM Punjab E-Bike Scheme
The E-Bike Scheme puts subsidised electric motorcycles in the hands of Punjab students and workers. Here is the application process.
The CM Punjab E-Bike Scheme provides electric motorcycles to Punjab students and selected working professionals at significantly subsidised rates. Launched in late 2024 as part of the provincial government's clean transport push, the scheme aims to put 20,000 electric two-wheelers on Punjab roads each year. The bikes are manufactured locally by approved Pakistani EV companies and distributed through a combination of subsidy plus instalment financing.
Who can buy an E-Bike under the scheme
The scheme covers two main categories of applicants:
- Students — enrolled in any HEC-recognised university, degree-awarding institute or affiliated college in Punjab. Both undergraduate and postgraduate students qualify.
- Working professionals — formally employed in government, semi-government or registered private sector with a verifiable monthly income between Rs. 25,000 and Rs. 100,000.
Within these broad categories, the eligibility criteria include:
- Age between 18 and 40 years on the application date.
- Valid Pakistani CNIC.
- Punjab domicile.
- Valid Pakistani motorcycle driving licence — or willingness to obtain one before bike delivery.
- Clean traffic violation record (excessive challan history disqualifies the application).
- No active default on any bank loan or credit card.
Specific 50% quota is reserved for female applicants — both students and working women — to encourage women's mobility and independence.
Bike models and price structure
The scheme covers electric motorcycles from approved Pakistani manufacturers. Currently approved brands include Jolta Electric, MetroXR, Vlektra and Crown EV. Available models in the 2026 cycle:
- Jolta JE-70 — entry-level 70 km/h top speed, 80 km range per charge. Market price Rs. 220,000; scheme price Rs. 110,000.
- MetroXR Pro — mid-range 75 km/h top speed, 100 km range. Market price Rs. 260,000; scheme price Rs. 130,000.
- Vlektra Bolt — slightly upmarket model with better build quality. Market price Rs. 290,000; scheme price Rs. 145,000.
- Crown EV Sigma — sporty design favoured by younger riders. Market price Rs. 250,000; scheme price Rs. 125,000.
The scheme price is paid through Rs. 50,000 down payment plus 36 monthly instalments. The exact monthly instalment depends on the model chosen — Jolta JE-70 works out to around Rs. 1,700/month, MetroXR Pro around Rs. 2,200/month, and so on.
Instalments are interest-free. No additional financing charges beyond the scheme price. A small Rs. 100 monthly service fee covers account maintenance — that is the only extra cost beyond the principal.
Required documents and approvals
The E-Bike application requires documents in two categories — identity and eligibility proof:
- CNIC of applicant — original and photocopy.
- Punjab domicile certificate — current and valid.
- For students — enrolment letter from your university (dated within last three months) plus your most recent transcript or mark sheet.
- For professionals — formal employment letter from your employer on company letterhead, latest three months' salary slips, and a bank statement showing salary credits.
- Motorcycle driving licence — if you have one, attach. If not, you must obtain one before bike delivery (the scheme accepts pending licence applications during the form stage).
- Two passport-sized photographs — under 1 MB each, plain background.
- Active mobile number registered in your name — needed for OTP and SMS notifications.
- Bank account details — the monthly instalment is auto-debited from this account, so the account must be active throughout the repayment period.
Applying for the E-Bike scheme
- Visit the official scheme portal
Go to the dedicated E-Bike Scheme page on punjab.gov.pk or directly to ebike.punjab.gov.pk. Application windows are announced via news channels and social media — typically running for six to eight weeks in spring.
- Create an applicant account
Register using your CNIC and active mobile number. The system sends an OTP for verification. Set a strong password — you will need to log in multiple times during the process.
- Choose category and select bike model
Pick whether you are applying as a student or a working professional. Select your preferred bike model from the approved list. Note the bike model can be changed later during the dealer visit if your top choice is out of stock — but the scheme price is fixed by model.
- Upload documents
Attach all required documents in the prescribed format (PDF or JPEG, under 2 MB each). The portal validates file size and format before accepting uploads.
- Submit and pay the application fee
Pay the Rs. 1,000 non-refundable application fee via JazzCash, Easypaisa or debit card. The fee covers processing and is not refunded regardless of selection outcome. Save the receipt — needed if any dispute arises later.
Delivery and registration process
Selection happens by computerised lottery among eligible applicants, typically four to six weeks after the application window closes. Selected applicants receive an SMS with the allocation letter download link.
After selection, visit the manufacturer's authorised dealer indicated in your allocation letter. Bring the letter, original CNIC, original driving licence (or pending licence reference), and your Rs. 50,000 down payment in cash or via bank transfer.
The dealer processes registration with the Punjab Excise and Taxation Department in your name. Registration includes the number plate, fitness certificate, and motor vehicle registration card (book). The total registration time varies between dealers — typically two to three weeks from down payment to bike delivery.
Delivery is from the dealer's premises. Some dealers offer free delivery to your address within the city; outside the city, delivery may cost Rs. 2,000 to Rs. 5,000 depending on distance. Plan accordingly.
After delivery, your monthly instalment auto-debit starts from the next month. Make sure your registered bank account has sufficient balance on each due date — failed direct debits trigger penalty charges and risk default classification on your credit record.

Note on charging and maintenance
Living with an electric motorcycle is different from petrol-powered bikes in some practical ways. Charging at home requires a routine — most users find plugging in at the same time each evening becomes habit within a week or two. Battery health degrades over years (typically 70-80% capacity after 4-5 years of daily use), which is the single biggest long-term cost. Replacement batteries cost Rs. 60,000 to Rs. 90,000 depending on the model — significant but still cheaper than equivalent petrol costs over the same period.
Routine maintenance is genuinely cheaper than petrol bikes. No engine oil, no spark plugs, no carburetor cleaning. Brake pads, tyres and lights all wear normally and need standard maintenance. Annual service cost is typically around Rs. 5,000 to Rs. 8,000 — versus Rs. 15,000 to Rs. 25,000 for an equivalent petrol bike including the fuel.
